How MSMEs are classified here
Every figure counts enterprises registered on Udyam, the Government of India portal where a business formalises to be recognised as an MSME. Under the size limits revised with effect from 1 April 2025, a micro enterprise has investment up to 2.5 crore rupees and turnover up to 10 crore, a small enterprise up to 25 crore and 100 crore, and a medium enterprise up to 125 crore and 500 crore. A registration is a formal record, not a survey of active trade, so the numbers show where enterprises have chosen to register.
The greater Kolkata belt leads
North 24 Parganas tops the state with 260,562 registered MSMEs (12.0 percent), ahead of Kolkata district itself at 195,710 (9.0 percent) and South 24 Parganas at 181,177 (8.3 percent). Between them, the three districts of the greater Kolkata region hold close to 30 percent of the state. East Medinipur (146,244) and Murshidabad (144,628) round out a tightly bunched top five.
The five largest districts hold 42.7 percent of all registrations, and the top ten hold 69.5 percent. For a state of only 23 districts, that is a concentrated base, the tightest of the four large states covered in this series.

Volume in the suburbs, scale in the city
North 24 Parganas leads on raw volume, but the real business scale sits inside Kolkata district. Kolkata holds 1,053 medium enterprises, far more than any other district and well over half of the state's 1,792 medium firms. North 24 Parganas (129), South 24 Parganas (112), Howrah (95) and Paschim Bardhaman (74) trail some way behind. Paschim Bardhaman's place reflects the Durgapur and Asansol industrial belt, the state's traditional steel and heavy-industry zone.
West Bengal's Enterprise Mix, the combined small and medium share of its base, is 1.20 percent, a little above the national 1.12 percent. It is one of the few large states in eastern India to clear the national line, and the reason is the concentration of formal, mid-sized firms inside the city rather than any breadth of large enterprise across the state.
The hills and western forests trail
Registration thins sharply away from the Gangetic core. Only one district registers below ten thousand enterprises, but the bottom of the table belongs to the hill and western forest districts: Kalimpong (7,712), Jhargram (16,376), Dakshin Dinajpur (30,562), Alipurduar (32,750) and Purulia (36,521). These are smaller, more rural districts, and in the case of Kalimpong and the Dooars they are hill and forest terrain where formal registration is naturally lower and the base is almost entirely micro.
